Arthur Iliyav

Chairman of the Management Board

Arthur Iliyav has served as Chairman of the Management Board of VTB Bank (Deutschland) AG since 1 July 2016, and now serves as Chairman of the Management Board of VTB Bank (Europe) SE. He is responsible for Human Resources, Internal Audit, Marketing and Branches.

Mr. A. Iliyav was born in Tashkent, Uzbekistan in 1969, and grew up in Vienna. He completed his studies at the Vienna University of Economics and Business in 1994 with a Master's degree in international relations.

He worked at Raiffeisen Group (Austria) from 1994 to 2013 in Moscow, Vienna, Almaty, Minsk and Kiev, serving as a member of the Management Board and Supervisory Board of various companies. His focus was on correspondent banking, corporate banking, and IB Specialized Lending and Leasing.

From December 2013 to June 2016, Mr. Iliyav served as Deputy Chairman of VTB Ukraine. His responsibilities included the primary function of corporate and investment banking as well as regional banking for small and medium-sized enterprises, and he played a leading role in the restructuring and optimization of VTB Ukraine.

After joining VTB Bank (Deutschland) AG, he was responsible for the successful merger of VTB Bank (Deutschland) AG, VTB Bank (Austria) AG and VTB Bank (France) SE to create a new legal entity, VTB Bank (Europe) SE.
Alexander Frey

Member of the Management Board

Alexander Frey has been a member of the Management Board of VTB Bank (Deutschland) AG since September 2013, and now serves as a member of the Management Board of VTB Bank (Europe) SE. He is responsible for its mid- and back-office operations. 

After receiving his degree in 1998, Mr. Frey started his career in the bank's legal department, where he learned the in-house advisory business right from the outset, taking just three years to become department head. Mr. Frey has many years of professional experience in bank organization and banking operations in an international environment. He has strengthened VTB Bank (Deutschland) AG as head of its legal department since 2010. Alexander Frey was appointed a fully authorized representative in 2011, before being promoted to the bank's Management Board at the end of September 2013.

Alexander Frey was born in 1970 in Bad Homburg, Germany, and studied law at the Eberhard Karls University in Tübingen, where he also completed the First State Legal Examination. After undergoing practical legal training and completing the Second State Legal Examination in Frankfurt, Mr. Frey was admitted to practice law in 1998 and has since concerned himself with all legal aspects of banking operations.

Mr. Frey played a key role in achieving the regulatory approvals and legal merger of VTB Bank (Deutschland) AG, VTB Bank (Austria) AG and VTB Bank (France) SA into the resulting new legal entity VTB Bank (Europe) SE.
Oleg Osipenko

Member of the Management Board

Oleg Osipenko has been a member of the Management Board of VTB Bank (Deutschland) AG since 1 November 2016 and now serves as a member of the Management Board of VTB Bank (Europe) SE, responsible for Credit, Client Coverage, Origination – Corporate & Investment Banking, GTB and Capital Markets.

Mr. Oleg Osipenko was born in Ukraine in 1976. He graduated from the Kiev State University of Economics and received an MBA degree with honors from Duke University in North Carolina (USA).

Oleg Osipenko is a banker with over 15 years of experience in the fields of Mergers & Acquisitions, Corporate Lending and Principal Investments. He started his career at PwC in Kiev (Ukraine). Subsequently, Mr. Osipenko served as Vice President for Merrill Lynch (London) from 2001 to 2006 and for Deutsche Bank (London) from 2006 to 2007. Mr. Osipenko also worked as Head of CIS and CEE for Morgan Stanley (London) from 2007 to 2009, with a  focus was on Mergers & Acquisitions and Capital Markets, as well as Deal Origination, Execution & Monitoring.

From 2010 to 2016, Mr. Osipenko served as Head of VTB Capital Ukraine and member of the VTB Bank Ukraine Management Board. His responsibilities included Client Coverage, Organizational and Product Set-up, Deal Execution and Risk Monitoring. Oleg Osipenko is a CFA Charterholder and Chartered Accountant (ACCA).
Oxana Kozliouk

Member of the Management Board

Oxana Kozliouk joined the Management Board of VTB Bank (Europe) SE in December 2017. Prior to that, since 1 June 2017,  she has been the Member of the Management Board of VTB Bank (Austria) AG, responsible for Risk.

Mrs. Kozliouk was born in and grew up in Kiev, Ukraine, graduating from the Kiev State University in 1995. 

From 1997 and prior to joining VTB Group in July 2009 , she worked as a senior credit officer at such respected institutions as Swiss Banking Corporation, UBS and Bank of America Merrill Lynch. 


Between 2009 and 2012, Mrs. Kozliouk was Executive Director and Head of Credit Risk at VTB Capital in London, where she was responsible for the work of the global credit risk management department. In 2013 she became Managing Director and  in addition to her existing responsibilities, she was appointed Deputy Chief Risk Officer, responsible for the assessment of risk and for the prudent mitigation of risk within the Bank.


Mark Airston

Chief Financial Officer

Mark Airston has served as Chief Financial Officer of VTB Bank (Austria) AG since November 2016 and now holds the same position at VTB Bank (Europe) SE. He is responsible for the Finance, Treasury and Financial Institutions functions.

Mark Airston was born in 1971 in Cosford, UK and is a member of the Association of Chartered Management Accountants.

He has over 20 years of financial services experience at various well-known financial institutions, such as Cantor Fitzgerald International, Standard Bank and Deutsche Bank before joining VTB Group in 2008. At VTB Capital London, he held various executive positions, most recently Global Head of Finance CtB and International Regulatory Reporting, before assuming his current position as Chief Financial Officer VTB European Sub Holding.
